Avoiding Penalties and Saving Money on Property Tax Bills

It's mid-September, and that means property tax bills are currently being prepared and will arrive in mailboxes across San Diego county in October 2009. While tax bills may be the cause of great concern for some property owners, all can avoid penalties and save money on tax bills by being aware of the process and the payment due dates, and following a few smart steps.

The process and due dates

  • Tax bills are mailed late September and early October 2009. The fiscal year began on July 1, 2009. The current property tax bill covers the annual period from July 1, 2009 to June 30, 2010 and reflects the assessed value of the property as of January 1, 2009.
  • The first payment is due on November 1, 2009 and is delinquent after 5 p.m. on December 10, 2009. This payment covers the property tax period July 1, 2009 through December 31, 2009.
  • The second payment is due on February 1, 2010 and is delinquent after 5 p.m. on April 12, 2010 (since April 10, 2010 falls on a Saturday). This payment covers the property tax period January 1, 2010 through June 30, 2010.
  • Payments received after these late dates will be assessed a 10% penalty and a $10 fee.

Impound accounts
Funds to cover property taxes may already be included in the owner's monthly mortgage payment. If this is the case, the mortgage servicer will receive the original tax bill and, per state law, owners will receive a duplicate marked "Copy." (If a duplicate is not received, owners must call the tax collector's office to request a copy and ensure a correct address is on file.) Upon receipt of the tax bill duplicate, property owners should call the loan servicer and ensure the original bill was received, check that the account has sufficient funds to cover current property taxes, and inquire when the servicer plans to make payment. Smart property owners make and retain notes of the conversation, for their records.

Supplemental bill
All new property owners and those completing new construction on existing property will receive a supplemental assessment on their property. A supplemental assessment is an additional property tax bill based on the difference between the prior and the new assessed value of real property. The supplemental tax bill is sent directly to owners by the tax collector rather than to the mortgage company. Owners are responsible for paying the supplemental bill.

Additionally, new property owners should be aware, the American Recovery and Reinvestment Act of 2009 federal homebuyers tax credit program does not impact or affect property taxes.

Multiple properties
Owners with more than one property should verify receipt of tax bills for all properties owned; check the bills against the parcel numbers you have on record. When unsure, owners should call the
San Diego tax collector's office at 877.829.4732 for assistance and bill requests. If requesting a bill, plan 15 business days for mail.
